I work from a home office in Tobyhanna, but my company has me listed as working in a building they rent in Stroudsburg. This year, they started deducting a "Stroudsburg Borough Tax" equal to 1% of my gross income. Is this the same as the "Berkheimer" that I have been paying separately at the end of the year? Or is this yet another 1% tax on top of that? (I hope not!!) Will I be able to file with to get the Stroudsburg Borough Tax applied to my Berkheimer account at the year's end?

Employers are suppose to list the employees township so that the tax collector that the funds are sent to can distribute them to the appropriate place.  What some employers do is something else lol.  They either leave it blank, note "local" or their own township and let the townships figure it out when tax filings are done.
 
when you attach the w-2 to the tax form, it helps your local tax collector determine who to hit up for the money collected.
 
As long as your tax rate is the same as what was collected then you are covered.  for those that live in a township that charges more than 1% and the employer only withheld 1%, then the taxpayer will have to pay the difference.
